My proposal for studying Global Warming

Step 1: Get the space program back online, mainly by funding X-Prize type research for companies that meet measurable performance targets.

 

Step 2:  Get a lunar colony going

 

Step 3: Use the lunar colony as a staging base for Mars exploration

 

Step 4: Terraform Mars. We'll learn plenty from that, with no danger to any living ecosystems, to know whether we're doing good or ill with policies here on Earth. Plus, it'll take time to do that, which will eliminate the harm the eco-crazies want us to do to our economy in the meantime. And it'll give us another place to live if they're right.
